Maybe approving the app installer this way will allow the app to trigger Gatekeeper to show the prompt once the driver is loaded/installed. If you uninstall and reinstall the app & driver, then try Control-clicking or right-clicking on the installer app and manually select "Open" from the pop-up context menu. I had an Intel app & driver that did this and after a few attempts & reboots it just started working.
Also reboot the Mac and try launching the app again. Have you tried launching the app from the Dock to see if it actually works? When the app launches it may realize the driver is not loaded which may prompt Gatekeeper to provide you with the "approve" button in System & Privacy System Preferences. Some third party drivers can be difficult to install.
